Photograph can be dated about 1920, when the Cunard Building, a 22-story office building at 25 Broadway, facing Bowling Green Park, was under construction, as in this photo. It opened on May 2, 1921. The adjacent Bowling Green Offices Building, completed in 1898 at 11 Broadway, was undergoing expansion and the Washington Building (1 Broadway) was also undergoing renovation, both completed in 1921.
